Who handles the permit now

The Florida Department of Health used to run this in Leon County. That changed.

Effective January 2, 2025, DEP oversees septic permitting in Leon County (Florida Health notice). DEP manages permitting in 16 counties, including Gadsden, Jefferson and Wakulla (Florida Health). Old addresses and forms may still show up in search results, so confirm current steps before you file.

Our tip: Ask your installer to confirm the current form and office before you pay any fee.

The paperwork order

  1. Check sewer and springs rules. These decide the system type. See the springs rules page.
  2. Do the site evaluation. Soil, water table and setbacks come first (see site evaluation and permits).
  3. Draw the site plan. It shows the house, well, tank and drainfield.
  4. File the application. Application, site plan, floor plan and fee go to the permitting office (FDEP FAQ).
  5. Add it to the building permit. A Leon County home permit package needs the septic permit application or a waiver letter (checklist).
  6. Install, then inspect. Do not cover the system before the inspection.

Common reasons for delays

  • No floor plan or fee in the package
  • Site plan that does not match the building plan
  • A lot where the water table is too high
  • A springs-basin parcel with the wrong system type
  • Forgetting to schedule the inspection

Licensed pro required

Installation, repair, change and closure of septic systems all need a permit and a registered contractor. Check names on the Florida Health contractor list.
